This study examines the impact of salary banking (bancarization) on the formation of formal savings among civil servants in the Mahagi territory, Ituri province. Using an inductive approach and a survey conducted with 170 agents between 2023 and 2025, the research analyzes financial behaviors in response to institutional shifts in the public expenditure chain. The theoretical framework contrasts Classical, Keynesian, and Duesenberry’s relative income theories to identify the actual determinants of monetary reserves within a post-conflict and cross-border context.
The findings reveal a generally favorable perception of the reform (60.59% satisfaction rate), primarily driven by the securing of salary flows (52.94%). However, the study highlights a structural paradox: while 59.41% of respondents acknowledge the positive influence of banking intermediation, savings remain a precarious residual governed by Keynesian principles. Indeed, 58.23% of agents identify income as the primary determinant, yet 74.12% consider their wages to be derisory. Furthermore, the inefficiency of credit interest rates and the perceived high cost of services hinder the transition from technical banking integration to genuine financial capital accumulation.
